Comments on this pile of crap?

As I'm relatively new on here, I don't know if this has been posted before. It's a report justifying speed cameras, and it's a crock o'shyte. There appears to be a very large number of logical errors.

I would be interested in responses as it's on the Northumbria SCP site and I'm just about to start up a bit of a chat with them!

It's pretty out of date to be honest - nearly 3 years. Probably was a contributing factor to why the cameras all started cropping up in higher and higher volumes though.
