Concert tickets off e bay ??

HI,
I was on the verge of buying some tickets for Neil young/bob Dylan from Viagogo when I found 2 for sale on e bay at a better rate. (still extortion tho)
Does anyone know how the ticket system works now, can tickets still be transfered between customers or do they have to go back through the rip off companies ?
I know some tickets have names on and proof of id is required to get in ! Although I have not experienced this so far.
I thought the whole idea was to stop the second hand tout dealing but doesn't seem to be working.
So I suppose the big question is.. how can I be sure these are genuine ? I can pp the money which will give me some protection . but concert is in July so by the time I find out I cant get in pp will have released the funds .
Anyone have knowledge of this stuff ?
