Technically not but in practice they will have a 'bye' like emergency services, roadside recovery vehicles and removal trucks for example.

It will depend on the TMO many have exemptions for LA vehicles etc.

Could be interesting to see where the property boundary extends to .
I had a conflict with a LA in the past regarding obstructing a pavement . It turned out that the "pavement " wasn't a public area but was part of each property . The property lines finished at the "kerb" but they were not raised kerbs just a different finish of stonework.
Not the first or indeed the last of that particular LA getting things wrong .
They often manipulated distance measuring to fit their criteria at the time to suite a purpose.
