Hello all, I need some help!

I have a 2007 2.0 TDI VW passat (BKP) PD 140.

I went to the dyno the other day and was really dissapointed to learn my car is only making 155hp although it should be around 175hp+ (remapped). I was so dissapointed I said for the guys at PFL performance to remap it again. He used WINOLS and said the previous remap was pretty poor, he spent a good hour tidying it up and back on the dyno it went but again no gain in hp. Overall he spent 5 hours playing with the map and never did we achieve over 155hp all limiters where removed and he even asked another company for a second opinion to check and they said it should be fine. Overall the car had 12+ runs on the dyno varying from 147 - 155hp. As part of the fault finding he loaded a stock map and the car made 135.9hp not bad for a 12 year old car that should make 140hp new. So as standard the car performed as it should?.
The dyno graph is very tidy and builds boost well to 3400rpm and then boost and fuel just starts dropping off considerably even tho the map is supposidly still demanding it.
VCDS shows the ECU is demanding certain values but the actuals dont match up whatsoever after 3500rpm, so it appears somthing is holding the car back.
The cars turbo is a year old reconditioned by Garret, and came in a security sealed box) from Eurocarparts. Timimg belt water pump and oil pump and balance shafts are all new. Fuel filter is about a year old and it has a K&N panel air filter.
We could detect no boost leaks but i have since returned to a stock intercooler from my FMIC just incase, but no difference.
The car does not excessivly smoke, mapped or stock even when the map is trying to make smoke. EGR and swirl flaps have been deleted and mapped out.
The car is clearly not broken, i get great MPG and torque and performance is good for what it is, the car is not sluggish or hesitant and i have no fault codes, it just simply wont go above 155hp.

Im thinking possible N75 boost controller?
Turbo actuator?
Vacum leak?

Please someone help me lol.
