Unusual.
The clamping force will be quite low due to the wheel rather than a long bar.
Then there are the “hooks” in the jaws. What can they be for?
I think it would be mounted sideways or on a stand so you could work all the way round.
As we have no idea of size it is more difficult to identify.
It could be a farrier’s!

According to the advert, it looks as though the hooks are for fitting the pipe vice jaws.The clamping force will be quite low due to the wheel rather than a long bar.
