Cuprinol 'paint' on car

How do I get it off?
A tarpaulin that had some dried up paint on it from a bit of fence painting got onto the car when it was wet and is now stuck.
I have some t-cut and that sort of worked for the streaky bits but there are some thicker blobs you can feel that don't come off with a finger nail.
Would something like Tar and Glue remover help or a clay bar?

Use a claybar. Don't use T-Cut.
