crank pulley / balancer pre-serpentine 4.0

whyever my pulley is runnung not true (radial & laterial runout)..... it started after changing the tining chain.
the pulley was removed, never falling down and re-fitted without using any force. it was sliding easily over the crank, no play in the key. and it still sits well fitted without any play on the crank.
obviously the balancer is old, rubber not in best condiotion...stilll bonding as TDC mark still matches with real TDC....but stilll does not explain why removing an refitting can cause a sudden fail of the balancer?
to make things short:can i still buy them new ?

got the answer:
i "installed" the fault mysevles, acting without due consideration:
wanting to "save" weight i did not re-install the 2nd pulley (the engine side one) as it was not in use anyway.
not thinking about the fact that this pulley also acts a balance weight (there is a weight crimped into the pulleys collar)
