untaxed car?

There is a bloke on our street who persists in driving a car untaxed.

Now I'm a firm believer in equal distribution of suffering.

If I have to pay road tax then so does he.

So, who do I report him to?

Council, cops, or someone else? The car is a crapper.

The reason why I ask, is that I was reported to the police for driving an untaxed car by some incontinent old git down my street, purely because my missus slipped the new tax disc behind the old one!
The car was also quite old and a bit tatty, yet perfectly legal and roadworthy.
Of course, if you know the offender and he's asking for it, then shop away.
