Any RICS surveyors in the house?

I had some bother with a RICS surveyor yesterday.
He was meant to be surveying for his client one of our commercial properties, which we are selling. He phoned to confirm the day before and I said I would meet him in person because I was more likely to be able to answer any queries than anyone else. I cancelled other things to be there at his preferred time.
He didn't show up. I called him twice and left messages, but he has not called to explain.
My guess is that his client un-instructed him because there were delays with the legals. But in my opinion it is incumbent upon the surveyor or one of his staff to cancel the appointment. Not just leave me sitting outside the premises.
Normally, I would just dismiss him as a plonker, look forward to the next time he wants to survey anything we own (it's a small world) and rejoice in the fact that he shares a name with a hapless comedy character. But he took a big chunk out of my diary yesterday (3 hours in fact), and I am quite annoyed by that because, unless he is dead, it would not have been hard to cancel.
Does RICS have a code of conduct? Is it enforced? And is there any point in making a complaint about this idiot? Or should I just do some breathing exercises?
