My guess is a fire station...But it still leaves the question of principle- how worn do road markings have to be to become unenforceable? That box will look a lot odder from ground level, and on a wet day.

My guess is a fire station...From that perspective it's quite clear but may well be different from street level/behind the wheel. Especially if dark or wet.
Local council here were reluctant to back up a new daft speed limit with surface roundels, because although they concede it would visibly reinforce the new limit better than tiny roadside repeaters it would carry a borough wide ongoing line marking liability. They seem to hate these sorts of costs.

Yeah, that is weird that there's one there.
This is an interesting question which has crossed my mind before, most often with solid central lines that are almost completely worn out, or sometimes double-yellows. Do they have to be completely invisible before they're unenforceable? Is there any legislation that specifically covers this issue?
