So which is it, a 50 or NSL?

I'd go with the 50mph temporary speed limit especially as it's in the red circle rather than just the temp speed limit rectangular sign. I normally ignore the indication signs though but this one I would follow.

Whether or not the traffic order reflects the 50 or 70 I don't know.

Temporary 50 overriding the standard NSL would be interpretation. (and somebody has uncovered the NSL roundel)

The UK roads are great aren`t they ? Confusion reigns. Looks the ideal spot to whack up a "safety" camera ( obviously set at the lowest of the various signs you have pictured !)

If there's any doubt at all any right minded person would work to the lower limit though?

That is the only circular 50 sign though, there are at least 2 more NSL signs by themselves after that. Absolutely everyone does 70, but as another poster said it seems the prime place to stick a camera van.

Clearing debris from road? Just finished grass cutting? Litter clearing in verges? Could be any one of these, you don’t need big yellow Highway Maintenance truck’s to emphasise a need to slow down, surely?

Is that really a prosecutable offence? If so, I've never heard of it.

It's a criteria of Careless Driving, not an offence in its own right.
