It could be a prototype Nerf gun.
But it isn't.
It could potentially be adapted to artificially inseminate a walrus.
But you would also need a sturdy tether. Especially if it were large bull walrus and you were operating close to where the North Atlantic rollers were breaking against the stacks.

IIRC, it worked by placing a tight rubber ring around the top of the nutsack of the lamb or piglet and cut off the blood supply to the scrotum and its' contents. In the ensuing days, these would shrivel and die and eventually drop off. No blood loss. The whole procedure was entirely painless, unless you accidentally ended up with the rubber ring around your thumb or finger. Then it would smart a bit.

It's a similar thing to bricking a camel whilst it is drinking, in order to extend it's range.
It only hurts if you catch your thumbs between the bricks.
