Any ideas how to translate this PDF, I've tried a few free online apps but the translation is more indecipherable than
the original Chinese.

Google Translate will have a fair go at it, if it's a smaller file.

I ran it through some OCR s/w, then out to Word, then used a translator. Not perfect but you should get the gist.
