Any thoughts on what this is, and whether it would polish out with a DA?

It looks beneath the lacquer.

It’s an 08 Mini so not going to spend a lot on it, but would be nice if it would polish out.

Probably a chips-away type repair (they really are all rubbish). Be hard to polish out if under the lacquer though. You'd have to cut all the lacquer back! Hard to tell from the photo.

Either a sun cream smudge or as previously suggested a crap repair rearing its ugly head again.
