Earlier this year I bought a manual 55 plate BMW E90 330i within that budget and I really like it.
Very refined, handles as well as can be expected given it's bulk, decent grunt if you want a bit of fun and yet still reasonably economical.
Or if a 2 seater would work a BMW Z4 (ideally a 3 litre) could be an option, or maybe a Nissan 350Z.

They are worth a bit more than that now i believe.
4k will get you a tidy NA but i don't think you'll get a good Turbo for that.
Certain car manufacturers are cooler than others. My personal recommendation for an affordable cool car is an older model Nissan or Honda/Acura. They made some sporty looking two door cars back in the days of the ’80s and ‘90s: Honda CRX (which later became the Civic Del Sol), Honda Prelude, Acura Integra, Acura CL, Nissan 240SX, and Nissan 300ZX. Having bought my first two cars for under $3000— one manual stick shift and one automatic— my experience was that it is a lot easier and better in the long run to find an average car, top-of-the-range model if possible, and stay away from sportier models. Most of them in that price range are likely to have high mileage or have been driven aggressively, and will end up costing more down the road, pun intended. After all, a car that is unreliable is possibly the least coolest car ever.
