I did a Steam refund today (for yet another s
te game) and whilst they did the refund, they pointed out to me that I've submitted a lot of refund requests of late and it's not meant to be for "trying of games".
Well, what's the point of it then ?
I suspect they introduced the idea of the refund if you have not played it for over 2 hours in order to generate more sales (because people are more likely to buy something if they know they can return it if they think it's crap) and now it seems they don't like it if people actually use it.

To be fair there really isn't an excuse for regularly buying s
te games. Steam reviews are right there on the page and I've yet to not find a "let's play" style review on YouTube.
I get that occasionally you might not gel with a game that has good reviews (never got on with the last of us), and want a refund, but if your doing it constantly/regularly, than I can see where there coming from.

You can request a refund for nearly any purchase on Steam—for any reason. Maybe your PC doesn't meet the hardware requirements; maybe you bought a game by mistake; maybe you played the title for an hour and just didn't like it.
Looks to me like they make up the rules as they go along. Plus I always refund it to my Steam Wallet, so they will get the money back anyway.

So 33%. I have a very high "I'm not wasting my time of this" approach to almost everything. Stuff never gets better, if it's crap from the start it will remain crap.
Maybe 33% is a lot, but if they don't want people to ask for refunds then they should not offer it (they never used to).
That is pretty high in my opinion.
I have never requested a refund, but then I don't spend anywhere near as much as you seem to on games.
Modern games are pathetically expensive when you factor in the stuff you have to buy in DLC, maps etc.
Then you actor in being forced to pay for online play on xbox and Sony which still staggers me beyond belief, you can see why people do it.
Still, you young kids who seem to think having to pay to be ALLOWED to play your games online and be fine with it seem to rule the roost, and spoil for those if us that are very aware it's a total con.
Asking for 15 refunds for me is too much sorry.

Are you referring to me ? I only play offline, I've no desire to play online games. I just want me and the game.
And I'm hardly a young kid.

Of recent I've bought said 15 games and requested a refund within maybe 15 - 30 minutes. Since you'd expect to play a game for several hours, it's akin to reading less than the first chapter of a novel and handing it back. I've only once requested a refund (have approx 600 games on Steam) and that was refused - bit annoying as I wasn't long after 2 hour limit and I requested the refund as I could no longer get the game to work 
As I rarely pay full price (thank you sales and humble bundles) I tend not to be too aggrieved if I don't particularly like the games at first. Some I have gone back to (took me awhile to get into the Witcher series of games - and I'm normally a fan of the genre).

Whether 15 refund requests seems like a lot to people or not is immaterial as their terms seem to indicate that any number is permitted, for any reason.
I suspect your account has been automatically flagged based on the number of requests alone, and this has generated the email. If it were to be escalated to a person for review, I suspect they would look at the account activity as a whole.
If I were you, I would carry on regardless (whilst perhaps being marginally more mindful of my selections, just in case I am entirely wrong).
