May I start a poll?

Many years ago I asked for the right to start polls, was granted it, and was deemed to abuse it, so had it taken away (I started a poll on whether A Clockwork Orange or Backdraft was the superior movie ).

I believe I have learned my lesson and wish to start a poll about something more serious.

May I regain the power to start a poll?
