Arabic(?) writing above shop door - can anyone translate?

I noticed this written above the door of a local (typically British / greasy spoon style) cafe the other day and wondered what it said. Google Translate doesn't help me much with...
"In the name of Bala his Harhour what I see the color lifted and gave us the order Row"
It was shut so I couldn't ask inside and I've just remembered I have the picture so thought I'd ask here because PH never let's me down.

Top line is 'In the name of Allah, the Most Gracious the Most Merciful' - commonly known as Bismillah in Arabic
