Council have no money, but millions found for daft road

This whole thing has been a massive brain fart from the beginning. A road with no middle section, no funding or any ideas of completing said middle section, two ends of a road not meeting which will cause no end of traffic issues (despite the road supposedly fixing these issues), a complete lack of planning, failure to notify residents who will be affected by this and thousands more houses ultimately being built in a village which is turning into an estate (increasing the traffic).
To top it all off though, the funding. My local council has bleated on for years now that they are utterly cash strapped. They have no money, they need more funding and they are struggling. They keep raising council tax saying they need to do it. Yet, out of the blue, they have found £1 million to add to this stupid road, and the county council are borrowing millions and millions to fund it.
I find it really odd that they can just do this. They can't even find the money to fix a pavement across town, yet find £1 million down the back of the sofa for their stupid pet road project. The pavement in question is alongside a 60 mph road and is the only way of walking into my local town from that end. The council gave up on it and installed barriers to close it years ago. They constantly say they can't fix it as they don't have the money.

Hardly surprising
Around here they’ve just re-surfaced some sections of road. They’re done some other sections a few months back. They do a really good job to be fair. Lovely and smooth and seamless transitions.
Now. On the roads they did a few months back, someone has decided they need the stone chip treatment.... they didn’t. So that’s ruined that.
More specifically though, the roads they are doing now. Gas board have been round a few weeks ago to warn everyone that they’ll be digging up the roads and even parts of your drive way to replace old pipe work. So I suspect what is going to happen next is, that the newly laid tarmac will be getting ripped up again to do the pipes. I really hope they’ve coordinated their works, but I won’t hold my breath.
One section they resurfaced had an absolutely horrible surface thanks to the patchwork of digging up and filling back in. So it was very welcome to see it relaid. But now there is a chance it’s going to be butchered again!
