GBH attackers to be taxed more?

Pretty horrible story I missed at the time. Family of brain-damaged assault victim want attackers to pay more towards the NHS as repairations. I can sympathise with the basic idea, but does the tax/benefit system actually have a mechanism for this?

the issue I believe is in most cases criminals have no money. Get done for driving without due care have a good job get a £800 fine (I paid it because I was guilty so why not). Have little income or evidence of income or insurance etc get a £100 fine which you pay £1 a week if ever put of your benefits which you again don't actually have to work for.
This chaps medical costs will be tens of thousands so £1 a week is neither going to help him or punish the criminal.
