Page Gone Weird

I’m on Safari on an iPhone 6S and parts of the page are moving when they should not.

For example, the bottom bar is today climbing up the screen as below.

It seems to have been fixed now.

I view on an iPad and PH in the last couple of weeks is the only site I visit that if I pull the image bigger to maybe view a picture it doesn’t return to regular size.

I’ve had a few occasions where it goes super small after being pulled larger. Doesn’t always do it which is even more baffling.
