Sold vehicle then received speeding fine from France

My brother sold his camper van, didn't get the seller's address and is now being chased for a speeding offence committed in France the next day.
Van was exported and the DVLA were happy, there's no requirement to have the new keeper's address however the French have rejected his appeal.
He's texted the owner who has gone quiet.
Not sure what to do now, any advice?

Assuming that he returned the V5 promptly or did whatever he did online, he could reasonably ask the DVLA why they are providing his data to the French when he was no longer the RK of the vehicle. Sounds like a breach of the DPA to me. Van was exported and the DVLA were happy, there's no requirement to have the new keeper's address however the French have rejected his appeal.

If he was not the RK on the date in question, I'd tell the French authorities to do one.

I got the definite impression that he had no interest in registering it in France. He wanted to run it for a while and sell it (not sure whether in England or France).
He was most upset when I said he had to write his address on the V5 and I would send it to Swansea. It was almost a deal breaker as he just wanted to take the whole V5.
The address he wrote was completely illegible so I don’t know what the DVLA made of it. Still, it’s over a year later and I haven’t heard anything.
I have seen a photo of it, on line, obviously in France, with different wheels and the same English plates and even my GB sticker on the rear window.

Recently sold a car to a French chap whod come over from France to make the purchase. Completed the relevant parts of the V5, obtained his details and sent our bit of the V5 off with a covering letter with the French purchasers address and the fact he was taking the vehicle permanently to France. Sent the whole lot off recorded delivery. Response back from DVLA a few days later confirming receipt of papers and noting the car was now out of the country - job done.
