RPS is open to anyone, BIPP is for professionals.
Some years ago I used to be an associate, not by choice, but my then employer thought we needed to belong to a professional organisation. I never liked it personally and when I discovered you had to write a thousand word essay about how wonderful BIPP was to gain your fellowship, I never bothered. I always found them to be a little to far up their own armpit.
Just looking at their site, it looks like they have interviews now, instead of essays. Info, in case you haven't found it, here:

You have to submit twenty pieces of work into a specific category.

When you submit your work they will grade you appropriately. Licentiateship is easy to get. They used to publish a yearbook that was sent out to art editors etc. with samples of members work together with their 'rank' They also publish a monthly mag called 'The Photographer', you may be able to get it on the news stands but I'm not sure.
BIPP covers a pretty broad spectrum of snappers from part timers, through mainly (I would say), wedding & portrait, press, medical, etc. right up to a few top advertising guys, although most of them belong to AoP.

I've heard the RPS is similar. Although they do accept photos on CD now!!
From the BIPP website: 'Twenty images are required. It is important to submit the correct number as too many or too few will result in disqualification.'
