I remember this incident being reported and the police asking people to ID the offender and was wondering what punishment he might get. Well he was caught and sentenced to.... community service?!
The guy has 9 convictions for 14 offences.

Well I'm sure there's something to be said for the great/implied/supposed importance of protecting our fishermen and their rights, which has translated into this being the fine for being caught outside the law which is nothing to do with the law on knife crime?

Assault is very much an outcome-based based offence.
Hit someone and it results in a minor injury (like this) - common assault.
Hit someone and they fall and crack their skull on the floor - GBH (for example).
Sentencing guidelines for common assault leave little scope for a custodial sentence, although he looks to have been sentenced within the lower-end of a category 1:

he has already had that. apparently suffers ptsd as a result of a knife attack. doesn't seem to have altered his violent tendencies.

Like most offences should be, it ought IMHO to be an input-based offence. Unfortunately we now take as read that the same behaviour will be punished differently depending upon the blind luck of happenstance. Intent and action matter rather more, I think...Hit someone and it results in a minor injury (like this) - common assault.

Intent is already punished i.e. if you intend a greater assault then you've attempted it, which is an offence.
The issue arises when you try to sentence based on what may have happened. To use this example it's possible to victim could have suffered no injury or fallen backwards, cracked her skull and died. We're not going to be able to sentence people for minor assaults because they may have lead to serious outcomes.
