IVA test. Failed headlights from Canada, but passed MOT

I am looking for a solution to have my Imported Toyota Tacoma from Canada pass its IVA test with little cost.
I had passed the MOT and really have little to go on other that the Kick Up of the headlights is to much for the IVA test to pass.
A import company have a Canadian light conversion kit, but that costs £900 to have done.
I know I need to change a orange bulb to white and “sort the light” so it doesn’t blind pedestrians as I drive.
If anyone knows what the IVA testers are looking for which the MOT doesn’t please let me know.
