"This is why you join the circuit in the same way as everyone else" would be a reasonable summary.No overhead or deadside joins due to the parachutists so they decided that 1000' above circuit height on a right base in an aeroplane with tiny windows was a good idea. See and Avoid works even at a busy aerodrome because everyone is where you expect them to be and everyone can see the bit of air they're worrying about having something in. It's also a good example of why if you're calling final after someone else has you tell them that you can see them, if they didn't then they're probably in front of you hiding behind your engine.
