wanton destruction of property

Someone has taken it upon themselves to torch the Gatso located on the Hayes Bypass in Middlesex. I guess it was because the item in question is more or less completely obscured from view by recent growth of trees behind the unit.

I must say that I find this wanton destruction of property totally...

p.s. whose responsability is it to make sure these things remain on-view and not hidden behind recent growth of trees as in this case?
