How Are Large Van Dealers Selling Without VAT ?

I'm looking for a pick up and have noticed several van dealers are selling most / all their stock without adding VAT.

They are easily selling over £85k / yr

VAT is only charged on secondhand vehicles if every previous owner recovered the VAT on the purchase and paid it on the sale. If any of the previous owners were not VAT registered then no VAT will be charged to the next buyer. The dealer will pay VAT on the margin on the vehicle.
