Lease agreement, other charges excessive or not?

Hi. Just about to sign the lease for my wife's car and reading through the agreement bought up this statement,
Other Charges
We will charge you a fee of no more than £40 plus VAT each time we handle and/or pay any fines, congestion charges,
parking charges or transfer of number plates. (Additional 3rd party costs incurred by us on your behalf (i.e. DVLA charges)
remain your liability to pay.)
Now, al the lease agreements I have had so far have had a max charge of £15 + VAT inc. the current about to expire lease from the very same company. So this seems to be a new higher charge, introduced since we had our last lease from them.
I am really reticent to sign this agreement that would mean a £48 charge each time we get a fine through. Now we havent had any on my wife's current lease over the last 3 years. But it still grates that this would seem like a reasonable charge to the finance company.
So what do you think/do? I have asked the broker if they could modify this bit to a more reasonable charge, but was met with a no. Would you sign it?
I also paid a finders/admin fee at the outset. Would I loose this if I declined the car now? I cannot find any papaerwork re: the finder's fee/documentation fee and refunds.
Very confused and not sure how to proceed.

Well its not a few quid is it? It is £48, which works out at 20% of the monthly payment. The issue I have is that work unfortunately does not have enough parking. This means that we often have to park outside of a bay in a considerate manner, but tickets are issued and letters sent out to the registered keeper. Owners of cars just tend to bin them as work is clear that they dont intend to chase these parking fines. But the sheer act of them being sent out generates an admin charge. I have 6 of these from my last car, which I overlooked at £18 each time. Hence my worry about the significant increase in these charges.Edited by Indyjukebox on Saturday 2nd November 00:33
Why doesn't your wife sign her own lease? Why would you be driving your wife's car to work? Why would you park like a bellend when you could park somewhere else and not get a ticket? Why can't you work out for yourself that if you average 6 tickets that would cost £300 and then see if the overall lease cost is still worth it to you? Are you a real throbber in real life?
