2nd opions/which hospital

Wife has a number of medical issues 2x hernias and 1x gall bladder stone. Other issues mean it wont be key hole surgery for gall bladder and is a high risk due to previous blood clots and bleeding out and low weight etc.
How do we find out if other hospitals specialise in the type of surgery and get a 2nd opinion as what to do.
Our local hospital are worried about doing anything (as its not straightforward/beyond skill level?) but if things don't improve then it may be an emergency op which is much risker then an elected op.

No idea about what other hospital, but I can let you know this.
You don't have a legal right to a second opinion, but that most certainly does not prevent you asking for one!
