Is this a really poor paint repair?

Looking a t a Mazda that was a long time “in preparation” at the seller. Can’t help but notice this on the edge of the drivers door. I don’t have the keys so this is the best I can do.

This is what I call a bad paint repair. Jaguar approved body shop Mitchell Inglis on Glasgow, this happened two months after job. Independent insurance appointed engineer concluded poor adhesion and job should be redone. Mitchell Inglis still won't admit they screwed up.
