Buying a diesel in 2019 - ULEZ woes

A quick one really.
My current vehicle is falling foul of the ULEZ restrictions in London and is now almost 10 years old. On this basis it's time for a change.
I've been looking at a BMW X3 35D which really tempts me as I can get it on PCP for a really low monthly after p/ex my existing vehicle. X3 is used and on a 16 plate with 54k miles.
The plan would be to keep it for 3 years and then hand it back in order to get something new.
My only concern is that it's a diesel which is currently compliant with ULEZ but I'm not sure if this will continue to be the case.
Other than the ULEZ expansion in 2021 to the North and South Circulars do you reckon there is any chance the government will suddenly decide that EURO 6 isn't good enough and will change the rules?
I know the arguments for petrol and hybrid at the moment, but I see the X3 as a last hurrah before giving up diesel for good.
Thoughts welcome.

I am not risking it myself. 3 years is too long in my books. I think they will up the cost or ban all diesels in central except buses and black cabs.
I live 100m from the new zone that comes in and sticking to petrol. Friends that live in Pimlico are getting rid of there Q7 diesel for the same reason. I have seen quite a few of the new electric black cabs so things are only going in one direction.
My 2003 saab is still fine to enter just to add. It shows how against diesel they are.

I live nowhere near city centres and never drive into them. I've just bought a 19 plate diesel (120d) without any worries. The economy and performance (torque)difference in diesel v petrol was my overriding factor, not emissions and living in the country "emission zones" are never a concern. However I think it will be my last diesel (plan to sell it early 2022) and my next will be all electric. I can't see diesels being on sale new in 2025 therefore I don't want one I can't get rid of.
I would have bought the Model 3 instead but the cost was just too prohibitive when compared. I think that in 2 years time when there are more on the market (new or used) will mean prices might fall slightly thereby releasing more options.

Whats the deal, APR, running costs? Don't confuse really low monthlies with real low running costs!!! A friend was telling me how his nearly new low spec A3 cost £120pm while my wifes lease high spec BMW was a crazy £400pm. What he didn't tell me until later was the PX value of his last car was £7k,so over 36months added nearly £200pm... Thats what stealers love it
edit: sorry point was it may be better looking at younger cars as you may keep a long time rather than buy twice. If your sensitive to loosing money (like me!) so have you consider a lease cars? Always good deals on small SUV's if you are flexible

They might tighten it up so that it has to be Euro 6d which I believe includes Real Driving Emissions. But I believe all new registrations from Sep 2019 will have to have the Euro 6d-temp anyway and by Sep 21 they will all come out Euro6d. I think it's unlikely you would get caught out at the moment but petrol is becoming so efficient with brand new cars and if you are venturing into the city anyway then it may be a better choice?

P/ex my existing vehicle would be approx 4750 and then under 200 per month for pcp.
Just tempted really as I’m not going to get another chance to do this and have a fast suv at this kind of money.
Taking into account depreciation on our existing car the bmw works out about double the price but it is double the bhp and I’m happy with this as an expense.
I’m addition current vehicle is out of warranty and at 10 years old I’m worried about the chance of something going wrong.
Bmw would be purchased with warranty which I’d renew during ownership.

Euro6 is the highest standard you can get so you'll be fine the government has already said that they will base all targets using Euro ratings, don't be surprised if petrols are brought into line with the diesels first so it could well be Petrols that are made to be Euro6.
With WLTP rules now in place for both petrol & diesel I think the next change is a fair way off.
As a side bar, if Mr Khan doesn't get re elected then the expansion won't be going ahead.

Rubbish like mine your's is an opinion I've supplied plenty of diesels this year & all are happy in 2019 it's about buying the right drivetrain for your needs.
There are already concerns over EV's (as in the raw materials & the affect on fresh water supplies) for me all have downsides (CO2 on petrols) for me the best compromise is a diesel hybrid, something like the S4 ticks a lot of boxes & after driving one for over 200 miles I'd recommend one.

A fast SUV in London? In the ULEZ zone? Seems the definition of pointless! What about warranty, MOT, tax, servicing, wear/tear - thats another £100pm. £1000 deposit and £260pm will get you into a brand new 420 grande coupe lease. Maybe im getting old....
