Parking in cycle lanes, and near driveway

Our house has its' own driveway, as do the next door neighbours, but the section of pavement leading out to the road isn't separated as such, see below - our drive is on the right, neighbours on the left:
Next door is in the building trades so he has a couple of vans, they have two cars and often have one or both sets of parents over. Very often at least one of his vans is parked on the marked cycle lane outside their house, usually right up to the point where the kerb drops and the grass stops on their side. Almost as often, one of their visitor's cars is parked on the other side of the dropped kerb outside our house (in front of the lamp post) and again usually they park right up to the point where the grass stops.
This is annoying for us as it means that getting in or out of our driveway can be tricky, particularly at busy times. Also there are two side streets on the other side of the road and when they park as described above it can be difficult to see if anything is coming in or out of there.
We haven't raised this with them yet and I'm not thinking of going straight in and quoting the law but just curious, what is the legal position in parking on a marked cycle lane like that? Also, I know it's illegal to park in front of a dropped kerb but is that where the law stops, i.e. it's not that you have to stay a certain minimum distance from a dropped kerb? We live in Scotland, in case that makes any legal difference.
