981s heater fan won’t turn off. Any ideas?

Heater fan peculiarities are often due to the resistor pack (which delivers lower fan speeds) burning out, leaving the car with only the max blower speed position still working. Usually a cheap fix by plugging in a new resistor pack. However, I've not encountered a situation where the fans won't switch off at all.

When the car was switched off the fan continued and the only way I could stop it was by pulling the fuse out. Any ideas? Thanks.
