Buying car without V5

Been reading a few threads - mostly older over the years - and wonder what the situation is when buying a car missing the V5.
I'm working through a transaction and it's at the point after signing and paying, the dealer is saying they cannot find the V5. I cannot tax the car without the document and the dealer is coming up with all sorts of talk of what I should do...some of it not legally above board in my opinion.
He is offering to order the new V5 and is paying for it, but that still doesn't allow me to drive away the car until that paperwork comes in. The car is technically stuck in the dealership.
Is it too dramatic to cancel the entire transaction and walk away with a refund?

I've had this happen a few times and it has been resolved by taking the completed V62 Application for a New Reg Doc form to the Post Office. They will tax the car for you using this and send off the V62 for you.
It only failed to work on one occasion when we couldn't supply the post code of the former keeper ( it's requested down the bottom of the form near the signature box ).
Absence of a V5 isn't a reason on itself to be suspicious of anything, especially now that most people have stopped treating it as if it was the title deed to the car.

I don't think you can do that now. You either need a renewal document or the new keeper section of the V5.
