Evening all.

I want to build something that i can use as a filter where i can see what a particular device is accessing and to kill internet access from that single device should i need to.

I have a laptop running Ubuntu, can i set this up as an internet filter / monitor and set the device i want monitoring to use this as a proxy by setting it to a static IP which will then route the traffic based on the rules and restrictions i've set up on the laptop?

Yes any proxy should do it most decent routers can do it easily too
