Looks like one of those Citroen 2CV kit cars - like this...

That looks like a good match. I saw one in Holland last year, but can’t remember the name.

Saw a bloke in Wanstead in the Summer with a four wheeled Lomax, chatted to him a bit and he said what great fun he got from a 602cc 2CV engine.
