Ford KA 2007 - Hazards work fine but button not flashing

Hi there,
My 2007 Ford KA has just failed the MOT as inside the car there is no idication that the hazards are on.
When you press the red button on the steering column, the hazards start flashing fine (you can hear the relay clicking) but the dashboard indicator doesn't flash, and neither does the red button.
The dash indicator does come on when you use the indicator and I've changed the tiny bulb in the dash button.
Any help would be much appreciated.
