Grubby sheets hung on road signs declaring “Happy Birthday”

Just why?
Around our neck of the woods there was an absolute plague a couple of years ago of grotty old bed sheets spray-painted with legends like “Happy 21st Tyler” and “Luv U Mick” and other such bland crap, then hung on/over local road signs and left to rot.
Now it’s started again.
Way beyond a “bit” council.
What mentality says that a combination of littering, graffiti and obscuring road signs is a fitting alternative to a card through the post?

Do you live in Wales by any chance?
I had never seen it before moving here and every time I see it I just try and imagine how I'd feel if someone had left the message for me. I can't help think I'd be utterly mortified and totally ashamed to have friends or family that see the need to shout their business to the world.

Have you seen the cost of Greetings cards these days? Let alone a stamp. But on the plus side, you get to leave right?
I do a bit of work over there sometimes and in my line of work I always get to see the worst a place has to offer, and Basildon does have some pretty rough spots.
