Cheapest project car for high power?

Hello, how are you?
I am looking for a cheap project car to build a relatively high horse powered car.
I am not looking at an excellent chassis to use around corners or b-roads, but rather a car to be more of a high powered cruiser.
My first thought is an old Volvo.
Something like a T5 that comes standard with 225 or 240 hp and can be modded to around 300-320 without breaking the bank.
Or even a s40 T4 that has 200 hp standard but is lighter and can also be modded to around 270 with relative ease.
But what other option are there?
I was thinking about something that is turbo in stock form, as it can be tuned for good hp gains without having to do those crazy builds.
If you were searching for something similar, what would you be on the lookout for?

Dont mess with remapped Swedish turbos, I had one of these,

That was pretty rapid for the money.

I am from Portugal.
We have a slightly different used car market here unfortunately.
Most of the car market here are diesels.
Also, we have taxes on new cars based on displacement and fuel.
So high displacement gasoline cars were ridiculously expensive in the past, so there are not many today on the used market.

Something the power can be increased with bolt ons, suchs as IC, exhaust, bigger turbo, remap, and such, but without the need to open the engine to replace pistons, rods and such.
For example, I was looking at a rover 620ti. Low mileage, very, very cheap, but upon some research i read the stock pistons are only good for about 240hp.

The Saab 9000 Aero with a bit of tinkering wipes the floor with those old mercs and very reliable. Wouldn't touch a 9-5 though. https://www.ebay.co.uk/itm/2007-Mercedes-CLS-500-5...

Sticking with jags I think the xjr had about 400hp, play with the supercharger and you could get more.

Those cars where ridiculously expensive when new, as Portugal has a double tax over displacement that more than doubles the price of the car.
So nobody bought them new, so they are non existent on the used market.
And if one does pop up, it is an absurd asking price!

Curious on why you said that between the 9000 and the 95.
Care to elaborate please?
