Intermittent Cat problems

I've had problems with an intermittently missing PH cat for some years now.
A few weeks ago it was all fine, but now it's missing again, causing rough forum running.

Any suggestions on how to solve this?

Will only block whatever Usernames you add to it, admins have usernames

Only a suggestion mind, block whoever you want to, blocking half the PH members gives a real big text file
