What SUV/Pickup? Also tax, speed etc?

Evening all,
I'm potentially looking to replace my ageing Jeep V8 with a more modern and economical vehicle. It's to be a daily commuter as well as hauling large trailers of vehicles/machinery and crossing rough or muddy terrain as part of my hobbies. I'm not fussed on auto or manual as long as it's robust.
As such, it must have a) 4wd and b) 3.5 tons towing capacity, and I'd really like less than 70k miles, because I intend to keep it a while and I do approx 25k miles a year. For budgetary reasons I'm looking at Jeep value + 2k max, giving me about 7.5-8k to play with.
Whilst the former requirement is easy, the latter is proving to be a bit of a minefield. Coming from the world of Land Rover and lattery Jeep, where everything full-size is 3.5 tons, it seems that other makes and especially pickup trucks vary wildly by year, engine size and spec. Short of downloading pdfs of the owners manuals, it's not easy to find out for certain either. I know that probably most pickups seem get used for the full 3.5t regardless of what they are rated to, but I'd like to stay fully legal....
Current favourite is a Ford Ranger, but it seems i have to go up to mid 2013 for the full towing capacity, which torpedos the budget, as does any form of Land Cruiser/Hilux. I've also been impressed by a friend's mk1 Merc ML (I know this would be a backwards step in some respects) but the only ones around these days that haven't rusted away all have intergalactic mileage.
The other concern I have over owning a pickup is the whole can of worms on tax class, speed limits, and being barred from certain carparks, council tips etc. Can anyone advise on any of this please?
