Redoing an old repair - does what I want exist?

Many moons ago before my ownership (~2016) my car had a light parking scrape on the rear quarter which left a very shallow ding (<2mm depth - car park door ding style) and a scratch. It was fixed via a smart repair and the dent was filled rather than removed. If it had been me, I would probably have had a PDR guy remove the ding first and then have the panel resprayed at a bodyshop. Alas, this didn't happen and so fast forward to today, whilst the repair has held up well, it isn't doing any favours for my OCD (ie. when you wash it, you can see where the primer has sunk a bit and where the original scuff wasn't flatted sufficiently).
After the next season of track days I'm planning to have it redone but what I would ideally like is for somebody to dig out the old repair, remove the dent, and then paint it. I know filler is not a problem if done correctly but I'd like to return it to as close to "factory fresh" as possible. The back of the panel is easiily accessible (Porsche with a vent in the rear quarter) as can be seen from the below photo I took from behind the repair area. For reference the dent circled in red is probably the width of a finger (the photo is quite close up)
So:
1. Is it even possible to remove an old dent? I have heard that metal loses its "memory" after a while
2. if so, is this something most bodyshops could do or would they all go want to go down the filler route?
3. If it is possible, what kind of place would be best to go to (ie. classic car restorer, high end bodyshop etc). I don't mind paying but I want it down properly and done once!
4.Any recommendations around Oxfordshire? I've heard that Riveria in Wallingford are good and somebody recommended JFBodyworks.
