I don't know if this has been already covered before but here goes.
Northants Police are to be trialling a new scheme that I think is called ACRE(?).
A group of local residents are given a camera, flourescent jackets & notepad. Anyone caught is reported to the police who then issue a warning, three warnings an then you get points + fine etc.
I live in a little village with about 75 inhabs, 10% of which need to say yes to get this scheme to be a goer.
I can just see the local retd DR, retd Barrister + wives zapping people because they don't like their noisey cars'n'bikes, but letting off the local golf club members & members of the local con club + PCC.
I can't go along and protest at the PCC meeting because I'm out of the country working.
The whole thing stinks.

Sounds like an excuse to drive through the village in first gear. Without an exhaust.

Incidentally, is it legal to be sent an NIP in this case? I can't see how they can prove it. Maybe 3 "speedings" = a snotty letter. But not points and a fine.

As you say these will only catch the people passing through whilst Mrs Miggins driving to the Church Fete will get a cheery wave despite doing 50 through the village.

An easy way to undermine the system would be to drive like (what they consider to be) a tit past them a few times. Once the NIP is received, just return it opting for the court option, then stand firmly by your (legal) version of events. Surely the lack of a professional opinion and corroborating evidence would give the court no choice but to throw it out the case?

This is just a joke.

I see loads of shite drivers on my way to and from work, am I allowed to write down their plate numbers and without evidence get them a nice set of points and a fine?

Nope, thought not.


What makes these villagers suddenly qualified to deem what is safe and unsafe? What makes them able to not make up information just to someone over?
See a person going fast once and decide they've seen them many times for example, just to teach them a lesson etc?


Can't see them being able to do anything about it to be honest unless you foolishly admit to it.

Police may as well just give up now. Can't go out and catch real crims as they may not hit efficiency targets, and joe public does the easy job of scamming people now, lol.

What next?

In this case you get 3 warnings before the police take interest and watch you themselves (I think). Civilians can't 'do' you.

My local Lib Dem news letter said that Dorset Police were keen to introduce this scheme in my village. I wrote to the Chief Constable and the Dorset Police Federation stating that in my opinion the enforcement of traffic regulations was a police duty carried out by officers with identity and numbers not unanswerable civilians.
The response from the Traffic Inspector in response to the letter to Chief Constable was that this was not a Police initiative but reqested by the residents association and Lib dem councillors. They were not going to implement it.
The response from the Federation was that although they appreciated the cooperation of the public in combating crime in their opinion the enforcement of traffic regulations was for a trained Policeman ( they didn't mention the camera partnership).
