Philips Shaver wont work

Morning All
Ive a small problem with my Philips coolskin electric razer and hopefully this is the right place to go to get an answer. So The three heads wont turn. I end up having to take the three heads off and put them back in in order for the main driving wheel to engage them and turn the blades. Ive cleaned it and reassembked thinking this was the issue but to no avail. Its not the motor or the main driving wheel that is the issue it appears but a slight misalignment between it and the blade heads. when i switch it on i can hear the main motor wheel spinning but not the three heads. Has anyone else come across this issue? or should i just change the heads?
