Water bubble under paint!

Hi guys new to the forum, A couple of months ago I purchased my first car (Vauxhall Corsa 2013) and all was great, about a week ago I was washing my car and noticed there was a load of water bubbles near the back bumper, Looks almost like Braille and can move with a push of your fingernail, wondering if I should get it fixed incase it causes rust etx? Or just to leave it, not that knowledgeable about cars so sorry in advance.Ill upload some images of what it looks like , thank you.

Is that the bumper ?
Bumpers are plastic so they don't rust
