2010 Polo - noisy AC and vents

Just picked up a 2010 Polo 1.4 Auto - noticed that when the AC is on, we get a high pitched whine from the fan motor, it’s not blowing really cold - is that likely to be a condenser issue or just run out of gas? Any DIY checks I can do?

Also, noticed that the air stream from the 2 centre vents above the radio are very weak. Assume that something has come loose in the diverter as the 2 vents each side of the car are fine. Again, anyone know if this is DIY-able or do you have to take the whole dash apart?
