ULEZ confusion...

I am very confused about ULEZ. Any help is greatly appreciated!
Yes I have googled it to death and yes I have contacted tfl but still I am confused.
I want to buy a ULEZ compatible camper or van to convert into a camper. But I am poor however and have a budget of around £1,500.
I have been searching solely for Petrol as it only has to be Euro 4 standards unlike the Euro 6 standards for the diesels.
But...in my searching I have become very confused. General rule of thumb as pointed out by TFL is that generally speaking petrol vehicles 2006 or younger meet the standards. But I like the older vehicles. Current owner of a VW 1999 polo-which is not ULEZ. I put a few older vehicles number plates into the ULEZ checker and some of them are ULEZ!
I found a talbot 1987 camper-ULEZ!
A Mitsubishi 1995 van-ULEZ!
A Mercedes 1990 sprinter-ULEZ!
A VW 1987 van-ULEZ!
So I am very confused!
I know it has something to do with the EURO 4 limits (petrol)...
Co - 1.0g/km
Hc - 0.10g/km
nox - 0.08g/km
Pm - no limit
But how can someone like me who knows NOTHING about cars apply this information to help me I my vehicle buying search?
