Help with job offer decision

A) Current job I have been there several years. Massive worldwide company. Work in fantastic office in the centre of Manchester with lots of amenities. Large team and no stress. Currently earning £26k. However there is no progression, feel like I haven't learnt anything new in several years and unlikely that situation will change anytime soon. I have asked for progression also but due to hiring freezes and the amount of graduates we in take every year who all seem to get the good roles it's not going to happen for at least another year.
B) Been offered a new job in a slightly different area. £4k more per year then I'm currently earning. Little bit out my comfort zone will learn more skills however. However small team based in an old port - a - cabin office based in an industrial facility with zero ammenties in a rough part of the outskirts of Manchester.
Tempted by B, makes most sense tbh career wise. However unsure how tough it will be going from a fancy all shiny office in a big team to a small old fashioned cabin will be?

This night sound like a dick comment but it's not meant to be.
If you're only earning 26k, that's a job, not a career role to hold onto.
4k is a big step up in this case, and I for one would always take the money over vague future promises, particularly from an employer who hasn't shown any inclination to help you progress so far

Some rhetorical questions:
Is the fact that the PNE is based in a cabin because the business owners don't reinvest in the business?
Is there a bit of a make do and mend attitude from the PNE wrt equipment IT infrastructure etc?
Does it look like a flourishing business on and off paper?
Any immediate plans to relocate to more modern premises?

Answers to the questions.
1) Its about 15 minute further commute then current work place so not massive
2) They have several facilities spread out
in same area including a nicer office just happens this role sits within the port a cabin within the facility think due to lack of space in nicer office.

If the opportunity excites you, then do it. Number 1 wouldn't bother most; 2 and 3 are positive, so get in there and grow with the company.1) Its about 15 minute further commute then current work place so not massive
