Where's the scam??!!

The doorbell rings 5-mins ago:
Middle-aged guy, bit rough and ready but smiley and friendly: Hi mate, I was with my mate yesterday in his car and I left my phone in his car (points to the black BMW 530d on the other side of the road).
He shows me a photo of a man on his phone and asks me if I know who he is and is he the owner of the BMW. He asks if I know where he lives.
BS radar is going off immediately!! Something not right here...
I've not seen this car around at all. I ask him if he can see his phone in the car and he confirms he can. At which point I suggest I come with him and he calls it and we can see it light up, and very quickly, "no, no, no the battery is flat" and he's off into the night!
Is this:
- a con about the car?
- a con about a phone?
- an advance check to look for old/vulnerable/gullible people so the "gutter fixers", "boiler men", "tree surgeons" can come at a later date and rob and fleece?
- a check to see if anyone is in and if not, jump the back fence and rob the house?
- none of the above but other?
- genuine!!??

He left his phone in the car, but he was able to show you a picture of the man on his phone ?
He could have been a private investigator looking for information about either the car or the man.
He could have been somebody looking to see if the man owned anything of value, in order to decide whether it was worth taking him to court over a debt.
The possibilities are only limited by reality/your imagination.

Update with answers to the question!!
There are several notes on the car, it has a Taxi license on it and a note along the lines of - it's *****, I left my phone in the back of your cab last night, I can see it on the floor, battery is flat, please call me on ************ asap so I can collect the phone....
